Mine does it too. When I tap the headlight or wiggle the connector, it goes from dim to bright. Check the connecter and grounds. Mine has an additional quirk...when the high beam indicator is dimly lit, I know the headlight is not properly grounded, so when I hit the high beams, the wipers cycle 4 times as if I'd flicked the stalk for the windshield washer, but it's only the wipers that go. Ground problems give really weird symptoms sometimes.
