Just an opinion; the floorboards aside, it looks like maybe the body crossmembers there were used at one point to support the vehicle, and, uh failed as that's not right. The clean punch surrounded by surface rust and subsequent cancer seems to indicate that anyway; not being able to see thru to the top of course... How does it look on the other side of that hole?
No expert on rust but that seems kind of an unusual place to have it so intense.
The floorboards look like someone did an OK job on it if that's decent metal. i see a lot of street signs with por-15 and sheetmetal screws as floorboards.
