It seems to be related to warm climate cars. The only one I have ever seen around here that had a broken odometer gear is the 93 I got from Florida. I just got a gear from junk panel, since they don't seem to fail much around here. I have always reset the odometer while moving and I have never broken a gear. I think its a heat problem because most of the plastic trim (beige) was extremley brittle. I replaced it with blue trim from a much older 84 turbo. The blue trim that has always lived in Canada is not brittle at all.
