122 trailer hitch

Well, you see, even the factory hitches mounted in part to the bumper.

Two bolts to the bumper, two through the trunk floor.

So if Volvo thought that was good enough, it probably is. I'm not even sure what you mean about "frame mounted" hitch, the 122 has no frame.
