Do you mean the brake pedal pulses or do you mean the steering wheel shakes? Either can be caused by the rotors but for different reasons.
You indicated that you might try cutting the rotors again. I would advise against doing that. The only way to know whether there is enough "meat" left on the rotors to cut them again is to put a micrometer on them. The minimum thickness is stamped on the rotor hat. Take that number as gospel. Cutting disks past the service limit will cause the rotors to warp REALLY badly on the second or third brake application. Ask me how I know. ;-)
