I have heard that something else you can try is running a high octane fuel if you do not already. High test gas often contains more alcohol and/or aromatic solvents than regular grade which can possibly have a positive affect on emissions numbers.
I have also seen a bottle of gasoline additive sold at some auto parts stores that is supposed to help with passing emissions testing. I have no idea if it works or not. Also, make sure the catalytic converter is good and hot before you take the car back to be retested.
