That sounds like you are running too cool; your thermostat should keep engine temperature stable regardless of speed (basically).

A cold engine will not run as 'tight' as a hot one due to larger cold clearances between the parts, this is by design as if the engine fit tight when it was cold it would seize tight as the pistons warmed and expanded relative to the bores. Witness engines that do smoke when cold then stop; heat has expanded the pistons enough in a severely worn engine to stop the smoking. It could be that as yours is not fully warming up, the extra clearance is never filled, allowing a bit of oil to slip by.

If yours doesn't smoke at all I'd say it's not in so bad shape, yet. A compression test would tell you volumes...

If you are getting flow through the radiator when the engine is cold you need to change the thermostat.
