If you have not talked to them (not e-mailed but talked in a person-to-person
dialog) you should by all means do that first with THEM rather than with us!
Although it has been a long time and I lived in Panama at the time, I have had
some dealings with them and found them eager to please. Since French is their
first language, misunderstandings and opportunities for misunderstandings are
certainly always possible. One-to-one communications can often straighten
things out a lot easier than heated e-mails.
