Does changing Dwell effect mileage? 140-160

As long as dwell is in the acceptable range, it doesn't matter. The points just need to be closed long enough for the coil to saturate fully, and open long enough for it to discharge fully. As long as both those requirements are met, the resulting spark is exactly the same.

If the rubbing block wears and the points gap closes down, the timing retards. Dwell also increases, but the two are separate effects -- neither one causes the other.
