I believe there is a pick-up tube inside the tank that runs from that mid-level fitting to the bottom of the tank.

I don't know where you are connecting the pressure gauge, but 1 lb sounds rather fishy. The hose running to the cold start injector is a handy connection point that will give you the real injector rail pressure.
