I've removed the headlight assembly without removing the front bumper, or even loosening it. You need to take off the grill and the corner light to get to the bolts. I also removed the wiper motors/arms/shafts with the bumper still on. It takes a little bit of work, but no special tools. Also, the lens clips on and has a gasket around it.. I don't remember there being any glue, and it came off and reinstalled without much of a fight (surprisingly).
Now the foglights.. those suckers are on there for good. Trust me.. I tried every trick I could think of to get just the lens off of the housing, and it's impossible. I ended up with a shattered lens in my hand, and that was the end of trying for that. I now have an empty spot where a foglight should be because it's not too easy to find a replacement.
