I wouldn't sweat the speed (crank position) sensor for this no-start, since the engine ran when you jumped fuses 4 and 6. That proves the ignition is OK, which is driven (timed) by the crank sensor. It also rules out a problem with the 25A fuse—which powers the Ignition CU as well as the FI system.
So it does sound like the LH ECU is failing to ground the fuel relay when it gets cranking pulses from the ignition. To prove/disprove this theory, try "back-probing" a grounded jumper to the Blue-Green wire at the fuel relay harness plug. If it starts then, it's because the ground jumper is making up for the ECU's failure to do the job.
