heater core? S90-V90

Using the highly accurate 'finger over the hose' method it seems weak, but is under vac when set to cold. It does not hiss or seem strong enough to actuate the arm. The arm does not move in any configuration.
Also, the AC is cycling often. Everything is crashing at once!
Any additional comments are appreciated.
