Old Seat Heater Smells Like Burning

I just reconnected my seat heater in my 1977 264, and it smells really bad like old seat.

I think that this heater has not been operated since before I was born. Is this smell normal or should I be worried. Also I had to unhook the unit en route because it got too hot for me to sit, Does anyone know of a good schematic for a 555 timer?
