Old Seat Heater Smells Like Burning

I just had the seat out for carpet replacement, How much current should the coils draw? Both the seat back and the bottom work REALLY well, could I limit the current with a wirewound resistor? They seem to draw more then 8 amps, which is more then the factory fuse specifies.

According to the factory wiring diagram, there is no switch or other control, only the thermostat inside the seat (presumably). The heaters are powered with ignition on. Is this how others report. I have a 1984 wiring diagram and I realize that the model years are different.

This car has been butchered by not only me but the other (three or more?) previous owners, so this may not be how it came from the factory.
