A flap wheel on a bench grinder is a start...but you need an angle grinder to get the outside smooth and a die grinder to get into all the nooks and cranies. It's sort of like artwork - it takes touch. I've been using cheap, nasty $20 Chinesse grinders (don't touch the cheap flap wheels - they explode, guess how I know). These nasty things are crude tools (I've got a DeWalt and have used Makita grinders - much nicer), but I can buy 5 cheap angle grinders for one DeWalt. My next one will be a quality tool, but for now the latest grinder has been working hard for 8 months (last one lasted 3 years).
Anyway - your work on the engine compartment cries out for a nice manifold. I'm sure you can find a couple of manifolds to practice on before you tackle the one you're going to use.
