DIESEL - no uphill power at all?

I have an 86 740 turbo diesel.
I just had the timing belts. seals and water pump changed by a vw diesel mechanic.
The car seems to run no different than before the change but I took it on a trip that had a few LONG STEEP uphill sections and I was in the slow lane with my blinkers on doing about 8mph up the hill on the highway! The car would not move!
I cant compare it to events prior to the change as I had not taken hill like this before.

Is this normal?
If not what can I start looking into?
