"If I connect #9 (hazard) to #7 (main fuel pump) should it turn on?"
No, it should have run when you had voltage* applied to #5, ideally to the #5 input terminal (left side contact), which is where the fuel relay sends it.
From there it goes 2 ways:
1) Directly to the Main pump (via a connector under the rear seat, left side)
and
2) Through fuse #5 to the Tank pump.
Fuse 7 (always hot) passes voltage to the Fuel relay input. When energized, the relay passes the voltage on ("relays" it) from its output terminal(s).
* When getting jumper voltage from a live fuse terminal (from any one of always hot 6—10) I work from the left side (input) contact rather than the right (output) side. This eliminates misleading glitches from a possibly faulty fuse or fuse contact.
