Why should I not do this to my headliner? 700 1990

I don't think that option 2 would work... for the same reason that 1 would be a bad idea.
The reason it usually falls is that the foam disentigrates into nasty tiny powder ... which will end up in your eyes for #1 and will suck up all the glue on #2.
What you might do is staple it up with a staple gun..... apparently it was good enough for my parents to do it on their car ... which is now mine >.<
The ability of the staples to succeed depends on how rotten the actual fabric is. The foam tends to go before the fabric.
If the fabric is not full of holes and coming apart at the edges, try the staples :)

PS I actuall pulled out part of my headliner material to see out the back and have been wishing I hadn't because of the powder.
