I'd remove the radiator cap & see if it actually does boil.

Excluding blocked radiator & a pump with a slipping impeller (unheard of), next place to look is the ignition timing is not stuck at idle speed advance. Make sure timming is getting 30+ degrees of advance by 3000rpm's.
