Just for reference, the heater valve in my '93 works perectly. At half-way it gives me about half the heat it does at full-hot, slides smoothly, and allows for fine control.

EDIT: Also for reference, my father's heater valve is broken and only does hot. Don't feel too bad for yourself, at least you don't get constant heat in the summer.
