The steering wheel can be realigned pretty easily. First, drive the car so that the front wheels are pointing straight ahead.

The horn ring is removed by finding and removing the two screws that are fitted through the hub of the steering wheel. Under the horn ring is a large hex-nut (I forget what size), but loosen it a couple of turns but don't remove it. Grab the steering wheel and pull on it while rocking it from side to side. If you're lucky, it will loosen from the steering shaft. Remove the big nut, pull the steering wheel off. Just under it, you should see a flat metal clip which engages a pin on the steering wheel, and the sides of which are designed to rotate with the wheel to cancel the turn signals. Rotate this clip so the slot for the steering wheel pin is at 6 o'clock. Reinstall the steering wheel in the straight-ahead position, making sure the afore-mentioned pin is correctly engaged, reinstall the large nut, tighten it, and if the car came with a locking plate to keep the nut from loosening, bend the plate back into its original position against the flat of the nut. Reinstall the horn ring.

If you can't pull the steering wheel off by hand, there are two threaded holes in the hub which are designed to work with a puller. This may involve removing the horn wire, which is a project in itself.
