Is it time to replace my strut mounts? 200 1989

There are some groans/squeaks/clunks when I go over large bumps and slow speeds or when I hit the small incline turning into my driveway. It's hard to tell from the picture but the strut mount bulges about 1/4", possibly more.

When the mounts are new, do they bulge at all, or are they flush across the opening in the strut tower?
