The system relay comes on with the ignition switch. The relay is controlled by a "ground" applied by the ECU at pin 21 when it sees ignition-switched battery at pin 18, and continues for a few seconds after the ignition is switched off.
In the LH2.0, the pump relay does not come on until you crank and the ECU sees ignition pulses arriving at its pin 1. That causes a "ground" to be applied to ECU pin 17, allowing the fuel pump relay coil to be energized by the voltage supplied by the same path that feeds ECU pin 18.
