first off you can check your turbo yourself by just having a standard flat head in your hand, pull the main turbo inlet hose off, MAKE SURE THE ENGINE IS COLD, stick your hand into the turbo inlet till you touch the blades and see what kind of play you have in the blades. Is your turbo making any noise when engaged? all high mileage car's burn some oil but that i would consider to be on the higher side thought not uncommen still high, have you checked your PCV system so blockage?
