Exactly. It is coming back to me now. When you look at the broken one, the washer has long been lost, unless it happened to break in your hands. There's a wavy plastic washer between the L bracket and adjuster, then a steel washer between the L bracket and staked over end of the adjuster. It looks like it was designed to swivel with resistance, allowing the adjuster to be set (wave washer).
