To those on this side of the pond, cellulose or celly as it is sometimes called is equivalent to what is known as lacquer in the USA. It is great for touch up and panel applications like this. Even better is the fact that you don't need a HVLP gun and large compressor to spray it.
Duplicolor lacquer is widely available but I don't know how it compares to old fashioned traditional lacquer which is now hard to find due to VOC regulations. I don't think businesses can legally use it anymore. However, tcpglobal.com sells acrylic lacquer to individuals and can match most factory colors.
