I partially agree with you on the rust issue, ie. clean it up and prime it but there is one step missing. Primer is a sponge to both water and paint so it is necessary to "seal" the primer with paint. In short, primer only will promote rust!
I learned this the really hard way decades ago... I finished stripping to bare metal, straightening, body filler, and primer followed by letting it sit for two years in the garage before painting. When it came time for paint, the entire car was coated in surface rust, you guessed it... strip it again and start over!
