Pretty much. There's a bolted in panel behind the front wheel that seals off a sizable (rust prone) void in between the footwells and the fender, def take that off and check for the beginnings of corrosion. And I'd check that seal that runs the entire length of the fender where the inner fender goes down and the outer fender goes up (into the curved top fender form).
