You can generally use the other end of your lug wrench for a plug wrench.

If your timing marks are untrustworthy the first thing I'd do is to set the timing to
where it idles fastest.
I don't believe changing heads is going to solve any of your problems but getting
your timing right will certainly help. You NEED to have a spark plug wrench available!
My guess is that you need rings worse than anything else and you should probably do
a dry and wet compression test to confirm. If BOTH show low you may need a valve job.
A headgasket set will include all the gaskets and seals you need to change heads or
do a valve job. If you do rings you'll need a bottom set also.
