More starter problems 444-544

My latest discovery. I had pulled the cover off the flywheel from underneath and I examined all the teeth on the flywheel. While none are missing, there is wear on all of them that looks like they've all been notched on one side of each tooth. Perhaps this is causing the starter pinion gear to hit the notch rather than going all the way in and making it grind or slide at the front edge. Looks like a new flywheel may be needed. Does this sound like something anyone has experienced?
