How bad is this? 140-160 1969

I feel reasonably competent when it comes to engine/mechanical work, but I'm pretty clueless when it comes to rust/bodywork, so I could use the Board's wisdom here.... I'm looking at a 144 with rust in the rocker area - does this look too bad to fix, does it look more cosmetic, or somewhere in between?
