Interesting, I've never found any blocks, but it makes sense. The tabs may be the molding clips. These early cars, with the 1" wide stainless surround in pieces, do not use the plastic "clip under glass" clips, but rather have the steel clips spot welded to the frame. I'll have to take a good look at this one before my glass guy shows up. I don't think there are spacers, but the glass has been changed once already.
