That sounds awful. I think you are making a mistake somewhere.

According to my calculations:

1 US gallon = 3.79 litre
1 mile = 1.61 km
therefore: 20mpg = 11.77 litre/100km
and: 20 litre/100km = 11.76 mpg

(The one measure is inversely proportional to the other: if mpg goes up litres/100km goes down.)
