I'm not certain bolting it to the fender (albeit though rubber bushings) is that important. The plastic air hose is very stiff and provides strain relief. Think of the poor platinum wire in the AMM when the car hits a pothole - I don't see the fender buffering the jolt any more than letting it hang free - but it was designed to be connected to the fender so I may be wrong.
