"I'm running what I think is a later B20 manifold that has no secondaries or mixing chamber."
Only as a point of information--as far as I know for US cars--the only cast iron manifold without the mixing chamber would be from a '67 B18D.
As others have already pointed out--I think your looking for either a severe vacuum leak or very low float level. -- Dave
