Replaced the switch with one I had from another 64 544 and fixed the problem with tail lights only being on with the parking lights.
Point of interest, the pole numbers on the two switches were the same in four out of five. In each case there was one number which was different. but after used four that matched there was only one left and it provided the correct result.
