"Can a dirty throttle body cause the ECT to dump more fuel than is necessary to get car started?"

I would think it is was more of not enough air getting through and giving the appearance of a rich running condition. More like trying to open the ICV to allow more air to get into the mix.

Just curious if the new ECT and the old were the same color? I know there are several different ECTs that volvo used.
