half-built B20 - good idea or not? 120-130

The crank would not be ground .20 over - cranks are ground under or smaller when they are worn.

Holed are ground over, shafts are ground under.

Find out if the builder knew enough to use hardened valve seats - this is important - I would have new hardened seats installed if I could not verify that they were used.

Old, soft seats that have been cut would be a weak point in your engine.

Does the owner have parts receipts to show you?

I have a B20 in my '64 PV544 and it ran like a top today.
