I believe the harmonic balancer repair doesn't involve removing the timing belt cover or the water pump for that matter. The balancer is completely exposed at the bottom and the just the belts need to be removed. Maybe the fan too to get a good torque wrench in there. So if your timing belt and water pump still has life, I wouldn't do the extra labor now.

Consider using a junkyard part too, although that is extra time for removal as well.
