The main pump is under the car, beneath the drivers side rear passenger seat. The pump and fuel filter/accumulator are mounted to a removable tray.
I think if you jumper the left side of fuses four and six together this will make both of the pumps run.
If you kneel or lie down (if you like to get comfortable) beside that passenger door you should hear that one hum.
The tank pump is a little harder to hear. Some people can hear it with the gas cap removed while naked, whoops, I mean just the ear is. (:)
Some use a short piece of garden hose....between the ear and the tank inlet.
If the pump runs you can try to start the car. If it does not start, then look for an ignition or CPS problem.
This should have been you first check point but I followed your lead of relays and fuses.
How many miles on the car and the pumps, if you know?
Since you did not know where the fuel pumps were tells me you have not had to change them yet.
