If the pedal sinks to the floor under light pressure then it's likely the Master Cylinder. Otherwise, air in the system gives a spongy break pedal.
Try cracking open the lines at the MC exit ports, depress brake pedal expelling fluid, keep pedal held down with something, while you tighten the lines. Then release brake pedal and test. Try again if first time fails. Basically you're bleeding the MC on the car rather than bench. Minor fluid loss.
