Okay, I got you here. You are saying not to cut the nut and bolt off flush but to slice one of the flats off near the bolt. Then chisel the remainder loose or possibly Dremel off another flat from the other side.
My next step (and what I ended up doing with all the other bolts in this set) would be to pry the bracket open enough to slip the angle grinder's cutting wheel up between the bushing's steel sleeve and the bracket wall, so I can cut the bolt off flush with the inside of the bracket.
