Steering glitch problem 700 1989

Are you trying to hold the steering wheel at a constant angle when it grabs and releases, or are you attempting to apply more or less angle to the wheel when it grabs? If it grabs at a rhythmic frequency it almost sounds like it has something to do with the fluid circulation.

Is the fluid topped up? How about flushing the system with new fluid? Is the P/S belt snug? Is the pump bracket in good shape (pump pulley well aligned with crank pulley)?
