what is this pipe? 200 1993

It does not carry oil if it is part of the EGR system. If the car is not run often and gotten up to temp, you could be getting condensation mixing with the byproducts of combustion.

More likely the oil is coming from elsewhere and migrating to that pipe...clean the area forward and above the pipe in question.
