Earlier this week, I installed a new Delphi AMM, poured 15 oz of GM Top Engine Cleaner into the intake, and then changed the oil and filter. The spark plugs were no longer fouled. The engine idles smoothly. It starts up every time. It has not stalled once, even on a steep hill. The really bad smell is almost all gone. I think that I solved the problem.

I'm due for my bi-annual smog test in June. Should I pre-smog it now, or wait and take my chances?
