I believe that may be the breaker plate groundwire and it is

braided with a very fine core to guarantee flexibility.

Therefore don't replace it with any old (stiff) wire.

If you do it interferes with the vac advance/retard's ability

to move the breaker plate.

I would test the connection with a good ohmmeter set on the

lowest resistance range to guarantee the inner wire is conducting

OK. Electronic places have braided "solder wicks" that might be

a good replacement if you solder only at the ends.
