no compression in one piston. why? 700 1990

Simply: One piston doesn't have compression. WHy?

More specifically: The car is a 1990 Volvo 740 with a 234 F engine.pistons 1, 2, and 4 fire, 3 does not (making for a rough ride and no power). Injectors work, sparkplug fires. Removed the valve cover and put hand over spark plug hole (no spark plugs in engine at this point) and felt no air pressure in piston 3. Think it is a stuck valve but don't have a clue.
