I live in Ottawa, which was, before the collapse of the Soviet Union and the promotion of one of the former soviet republic capitals, the coldest national capital in the world. We still hold the honours for the coldest location having a semiconductor fabrication plant, which is not a trivial thing apparently.
We don't drive Volvos because they like the cold - even Fords are more willing to start at -30 C, but the seat heaters sure are nice on those mornings! Oddly, domestic cars no matter how fancy never seem to have those.
