Third tail light not working... 700 88

The third tail light in my wagon has never worked. When I purchased the car it had a blown bulb, so I thought that it was an easy fix. I put in the new bulb and it still does not work.

Any ideas on a problem, or what to look for when I pull off the back door panel?
